ガヴァン・マコーマックさんからの連帯メッセージ


オーストラリア国立大学名誉教授のガヴァン・マコーマックさんから、6月14日(日)に行う国会包囲に向けて力強い連帯メッセージをいただきました。大勢で国会を包囲し、成功させましょう!

今こそ方向転換を。

日本滞在は短い時も長い時もありますが、もう50年以上日本とつきあってきました。今ほど日本が決定的転換を迫られている時はないように思えます。上程されている戦争関連法案のためではありません。平和憲法の上に築かれた国家体制が、何十年かの間に少しづつ少しづつ侵食され空洞化され、最後に残った骨組みが大きく崩れ落ちる寸前に見え、ハラハラしています。

大正デモクラシーがいつの間にか昭和軍国主義に変身したように、敗戦直後の民主主義がガラリと変容する様相を見せています。

70年前、沖縄は米国の戦利品として、また米国が戦争、あるいは戦争による脅迫でアジア地域を支配する道具として、特別に用意されました。沖縄は米軍支配下に置かれ、沖縄の軍事基地は本土の平和国家を補完することが、1951年のサンフランシスコ条約で確認されました。平和と戦争は、地理的、機能的に分けられていても米国覇権の構想の一部分です。

1972年の「日本復帰」以後も沖縄は軍事用として残す体制は変わらず、基地と米軍の特権は温存されたままでした。復帰後も日本政府は沖縄に、ごまかし、嘘、脅かし、密約などあらゆる手段で軍事基地を継続させ、そして市民たちの反対運動制圧には反民主主義的な暴力を繰り返してきました。日本憲法で保障された民主主義が、沖縄では拒否されたのです。

平和憲法下におかれ、沖縄が少しづつ平和な本土並みになるのではなく、長期的には本土が軍事化する、本土の「沖縄化」が進行し、最近「積極的平和主義」の旗の下でそれが加速しています。安倍首相の平和主義からジョージ オーウェルの小説「”1984”」の「戦争は平和」「自由は隷属」「無知は力」という名言を思い起こさないことはできません。

沖縄市民は日米政府の軍事優先主義と日米地位協定による米軍の特権に反対し、ありとあらゆる非暴力的な手段で戦ってきました。長い間平和国家日本の市民は、沖縄の戦いにはそれほど高い関心を示してきませんでした。しかし今、沖縄と本土の市民は改憲阻止、辺野古基地反対で協力しなければならない土壇場に着いてしまいました。安倍「美しい」「新しい」
ニッポンにとって、日米安保と強い軍事力は憲法より何よりも大切です。世界の市民が日本の各地に広がった戦争反対、戦争させない運動に大きな期待を寄せています。負けてはいられません。

Turning Point

In 53 years of visiting, studying, living in Japan, it appears to me that never has the country faced such a momentous turning-point. It is not “just” the bundle of security laws now before the Diet but that, after decades of slow erosion and emptying, the Japanese state edifice, built on the constitution, itself seems on the brink of collapse. As once Taisho democracy morphed into Showa militarism, now Showa democracy, long thinned and subverted, is about to change its very
substance.

70 years ago, Okinawa was set aside as a special US property, spoil of war and base for the threat or use of war as (US) instrument of regional and global control. At San Francisco in 1951 that system was confirmed: Okinawa as US military colony and war base would complement mainland
Japan as (from 1947) constitutional peace state. Peace and war would constitute parts of a single design for US hegemony, geographically and functionally separated.

Even after its nominal “reversion” to Japan in 1972 Okinawa’s war orientation remained unchanged and bases and military privilege entrenched Thereafter, Okinawa experienced 43 years of dministration marked by deception, lies, intimidation and secret diplomacy, and most recently by blatant anti-democratic steps and brutal repression of protesting citizens. It amounts in sum to repudiation of the democracy supposedly guaranteed by the constitution.

Instead of Okinawa gradually becoming “mainland-ized” following “reversion” as the constitution was gradually implemented, the long-term trend, now accelerating, has been the reverse: for mainland Japan to be “Okinawan-ized;” the constitutional peace state to morph into an
“Okinawa-like” war state; and constitutional pacifism to become “positive pacifism.” This last, peculiarly Abe-ish term, has to be understood as Orwell used it, when he wrote (in “1984”) that “war is peace.”

Okinawan citizens have gone through the gamut of non-violent protest against the ongoing “military first-ism, and against effective US sovereignty and extraterritoriality, but to no avail. For many years citizens of mainland Japan’s “constitutional peace state” paid little attention to these struggles, but now it should be clear that that was a mistake: democrats and constitutionalists of mainland and Okinawa must cooperate or they will be defeated, one after the other.

Military-first-ism and priority to Ampo over Kempo is evidently template for the Abe government’s “beautiful” and “new” Japan. Unless, that is, the present Anti-War mobilization can grow rapidly and stop it.
